Militalry-Civil Fusion as Global Tech-Risk: How Beijing’s ‘All-Of-Society’ Approach Breaks Norms And Weaponizes Global Innovation

China’s military-civil fusion (MCF) doctrine is often described in technocratic terms — bureaucratic integration, joint research centers, and incentives for commercial firms to work with the People’s Liberation Army. That description badly understates the systemic risk MCF creates for global technology governance. MCF is not only a domestic industrial policy; it is an explicit state strategy to collapse the line between civilian innovation and military capability, exporting a model that undermines export controls, contaminates supply chains, and forces governments and companies worldwide to operate inside a twilight of plausible deniability.
MCF’s mechanics are straightforward and blunt. Beijing sets national priorities (AI, semiconductors, biotech), funds and channels those priorities through state research institutes and state-owned enterprises (SOEs), then uses procurement, standards, and personnel flows to funnel commercial breakthroughs into military use. The U.S. Department of Defense’s 2024 China assessment describes this integration as “central” to Beijing’s effort to build AI-enabled military capabilities and documents state-backed procurement of commercially-developed technologies to ensure PLA access to cutting-edge tools.
The global risk flows from three structural features. First, opacity by design — MCF deliberately hides military ends behind civilian fronts. Projects funded through ostensibly commercial channels, national labs, or “dual-use” research partnerships can be rapidly switched to PLA applications. Georgetown’s CSET and other trackers show that many top AI and robotics contracts still go to SOEs or defense-affiliated institutions dressed in civilian garb, meaning Western partners and customers cannot reliably infer purpose from corporate labels. That makes standard due-diligence ineffective and forces foreign firms to accept significant unknowable when they cooperate with Chinese partners.
Second, normalized blending of talent and IP. Faculty hires, graduate scholarships, and industrial postdocs can — and often do — serve both civilian labs and defense research. U.S. and allied export-control regimes presume clear separations between commercial R&D and prohibited military R&D; MCF breaks that assumption by design. Reports by U.S. policy bodies and think tanks show Beijing explicitly cultivates talent pipelines that feed both commercial unicorns and military programs, rendering restrictions blunt and easy to evade unless entire research ecosystems are ruptured.
Third, instrumentalization of the private sector. Beijing does not leave MCF to chance. Through subsidies, tax breaks, “national enterprise” designations, and preferential procurement, the state makes cooperation with military aims the rational path for large Chinese firms. The recent U.S. court ruling allowing the Department of Defense to list drone maker DJI as a “Chinese military company” underscores the fact that government designation often rests on evidence of preferential treatment, state R&D linkages, and direct participation in MCF, not mere ownership. The ruling is a practical signpost: major Chinese tech firms cannot be treated as purely private actors when they operate within an MCF architecture.
What does this mean in practice for the rest of the world? The answer is unsettlingly broad. Countries that import Chinese telecom equipment, cloud AI services, or laboratory reagents are not just acquiring hardware and software; they are importing governance modalities — vendor relationships, procurement practices, and standards in which the state ultimately controls or heavily influences what the equipment does and who benefits. As the U.S. DoD and multiple ministries warn, that creates avenues for surreptitious capability transfer and a stealthy narrowing of strategic choices for importing states.
Critics sometimes reply that “every state protects its strategic industries” and that the U.S. and allies also conduct dual-use research. That defensive counter is true but beside the point. The danger with China’s MCF is scale and systemization: it aims to make whole swathes of the commercial technology base functionally indistinguishable from defense industry supply chains. Where Western democracies maintain a formal firewall — law, transparency obligations, corporate governance, judicial review — MCF substitutes administrative fiat and party discipline. The result is a global technology ecosystem where attribution is murky, normative constraints are weakened, and the usual tools (export controls, corporate compliance, joint-venture rules) are increasingly blunt instruments.
What should policymakers do? First, they must stop pretending that better procurement checks alone will solve the problem. Effective responses require coordinated, multilateral measures: tighter controls on technology transfer targeted at choke-point technologies (advanced lithography, certain AI models, sensitive biotech platforms); robust cross-border personnel vetting where clear evidence links placements to military programs; mandatory transparency requirements for firms receiving significant state R&D funds; and enforceable rules for foreign subsidiaries of Chinese firms operating abroad. Second, democratic states must invest in alternatives — resilient supply chains, interoperable standards, and open R&D ecosystems that make cooperation conditional on verifiable non-militarization. Finally, civil society and academic journals must refuse to normalize MCF-style partnerships without transparent governance safeguards.
MCF is not merely a Chinese industrial policy to be managed with benign engagement; it is a systemic attempt to rewrite the rules of how innovation is produced and weaponized. If democracies do not respond with clarity, international norms that separated civilian innovation from military coercion will erode, with consequences that will be geopolitical, economic, and ethical.
