China Escalates Sea Tensions with Autonomous Mine Proposal

Chinese military researchers are eyeing the jagged seabed around the Paracel Islands as a covert battleground. A peer-reviewed study in Technical Acoustics outlines plans to transform the region’s treacherous underwater terrain into a minefield designed to disrupt US naval movements in the South China Sea.
Led by teams from the PLA’s Dalian Naval Academy and Harbin Engineering University, the project targets “acoustic shadow zones”natural sonar blind spots formed by submerged seamounts. These zones, where the USS Connecticut collided in 2021, could mask autonomous, AI-driven mines programmed to detect and pursue US submarines by sound alone.
Dormant until triggered by approved targets, the mines would feature stealth coatings and multi-sensor arrays. China’s militarized footprint on the Paracels complete with airstrips, ports, and radarwould serve as a launchpad. Integrated with seabed sonar, quantum sensors, and drone swarms, the system could redefine undersea warfare, shifting from passive surveillance to aggressive interdiction.
While the US Navy continues its freedom-of-navigation patrols in the South China Sea, it has yet to publicly respond to China’s latest undersea gambit. A March 2025 report by the Chinese think tank SCSPI reveals a surge in US submarine deployments in 2024at least 11 nuclear attack submarines, two guided-missile subs, and one ballistic-missile sub, all supported by tenders. These vessels likely shadow China’s six Type 094 SSBNs, which maintain near-continuous patrols and form the backbone of Beijing’s sea-based nuclear deterrent.
But beneath the surface, China is playing a treacherous game. Its militarization of disputed watersincluding Philippine-claimed reefs and shoalsis accelerating. From artificial islands to sonar arrays and AI-powered mines, Beijing is quietly transforming contested zones into fortified launch pads. The Paracels are already bristling with radar and airstrips; now, similar tactics are creeping toward the Spratlys, threatening Philippine sovereignty.
China’s strategy is clear: blur the line between defence and aggression, and slowly usurp control of maritime territory through stealth, infrastructure, and intimidation while daring rivals to respond.
China’s undersea nuclear deterrent faces serious vulnerabilities. Its SSBNs, according to Chinese military sources cited by Ryan Martinson in a June 2025 CIMSEC article, remain relatively noisy and susceptible to detection by the US Navy’s advanced undersea surveillance network raising the risk of a pre-emptive strike.
To counter this, Beijing has adopted a bastion strategy: keeping its SSBNs confined to the South China Sea, shielded by militarized islands, warships, aircraft, and other submarines. But this defensive posture comes at a cost. Operating in a limited zone makes these assets easier to track, and the JL-2 SLBMs they carry range 8,000–9,000 km cannot reliably reach the US mainland from within the bastion.
China’s solution is twofold. First, it’s fortifying the region with radar systems, sonar arrays, and drone swarms to deter US incursions. Second, it’s developing the JL-3 SLBM, with extended range to strike the US from home waters. If successful, this would allow China to maintain strategic pressure without risking vulnerable transits through chokepoints like the Miyako Strait or Bashi Channel key steps in its broader push to dominate the South China Sea.
Despite its rapid militarization, China’s undersea bastion in the South China Sea remains incomplete. Its coverage currently spans Hainan, the Paracels, and the Spratlysleaving the northern sector exposed. The missing piece? Scarborough Shoal.
Strategically positioned, Scarborough could anchor the northern tip of a triangulated bastion, enabling full-spectrum control over the semi-enclosed sea. If China fortifies itjust as it did with the Paracels and Spratlysit would seal the perimeter for its SSBN fleet and tighten its grip on contested waters.
Though China has exercised de facto control over Scarborough since 2012, it has refrained from island-buildinglikely due to diplomatic friction. The Philippines has declared any such move a “red line.” Yet the US, Manila’s sole treaty ally, has notably excluded Scarborough from the 1951 Mutual Defence Treaty’s coverage.
This ambiguity leaves the shoal vulnerable to creeping occupation, and China poised to complete its strategic triangleunless regional pushback turns rhetoric into deterrence.
China’s push for maritime hegemony in the South China Sea is accelerating, but its grip remains incomplete. Despite the US excluding Scarborough Shoal from the 1951 Mutual Defence Treaty, Washington, Manila, and allied forces continue high-tempo freedom-of-navigation operations near the contested reef signalling that China’s creeping control won’t go unchallenged.
The Philippines has added teeth to its deterrence strategy, acquiring supersonic cruise missiles capable of striking Scarborough Shoal, just 230 kilometers from Luzon. These missiles don’t need to reach Hainan or the Chinese mainland; their range is tailored to defend Philippine sovereignty and complicate Beijing’s calculus.
China’s ambition to use its SSBNs as a strategic shield during a Taiwan contingencydeterring US intervention or forcing negotiationsdepends on securing its maritime bastion. Yet Scarborough remains a glaring vulnerability.
As China fortifies the Paracels into a submarine trap, its northern flank remains exposed. Any attempt to militarize Scarborough Shoal could provoke a direct US response, turning China’s incremental expansion into a flashpoint and forcing Washington to take Beijing to task over its hegemonic designs.
