China’s latest legislative move to enforce what it calls “ethnic unity” has drawn intense scrutiny, as authorities institutionalise Mandarin as the dominant language across education, governance, and public life.

Passed by the National People’s Congress during its annual session in Beijing, the sweeping law marks a significant shift in the country’s ethnic policy framework, with far-reaching implications for minority communities.

Framed as a measure to promote integration and modernisation, the legislation has instead triggered widespread concern among academics, rights groups, and observers who view it as a decisive step toward cultural assimilation under the leadership of Xi Jinping.

A legal push for linguistic uniformity

At the core of the new “ethnic unity” law lies a mandate that all children across China must be educated in Mandarin from pre-school through the end of compulsory schooling.
The policy formalises what had already been a gradual shift in regions such as Tibet, Xinjiang, and Inner Mongolia, where Mandarin has increasingly replaced local languages as the primary medium of instruction.

Historically, China’s constitution guaranteed ethnic minorities the right to use and develop their own languages. In practice, this translated into varying degrees of linguistic autonomy in education, with students in minority regions often studying core subjects in their native tongues.

The new law effectively overrides these arrangements by standardising Mandarin as the principal language nationwide.

Observers note that this change is not merely administrative but structural. By embedding linguistic requirements into national law, the policy consolidates the state’s role in shaping cultural identity through education.

Assimilation as policy continuity

The legislation aligns with a broader policy trajectory that has unfolded over the past decade.

Since the late 2000s, Chinese authorities have intensified efforts to promote what they describe as the “sinicisation” of ethnic minorities—encouraging integration into a unified national identity centred on the Han majority.

Under Xi Jinping, this approach has become more pronounced, with policy directives emphasising loyalty to the state and the cultivation of a “shared consciousness” of the Chinese nation.

The new law codifies these priorities, extending them into domains such as education, housing, and social organisation.

Scholars argue that the emphasis on unity reflects a strategic recalibration of ethnic governance.

While earlier policies permitted limited cultural autonomy, recent measures suggest a shift toward tighter central control, particularly in regions with histories of unrest or resistance.

Minority languages under pressure

The implications for minority languages are significant. In regions such as Inner Mongolia, policy changes in recent years have already reduced the use of local languages in classrooms.

Students who once studied subjects in Mongolian, for instance, are now largely restricted to learning it as a secondary language for limited hours.

Similar patterns have emerged in Tibet and Xinjiang, where Mandarin has become dominant in both formal education and administrative communication.

The new law formalises these practices, ensuring their uniform application across the country.

Critics argue that the policy risks marginalising linguistic diversity by positioning minority languages as secondary or optional.

Some academics have interpreted the emphasis on Mandarin as an implicit framing of minority cultures as obstacles to economic development, a characterisation that researchers and rights advocates have contested.

Expanding state oversight

Beyond language, the law introduces provisions that extend state oversight into family life, community organisation, and even behaviour beyond China’s borders.

One clause establishes a legal basis to penalise individuals or guardians who are deemed to instil views that undermine “ethnic unity.”

Another introduces the concept of “mutually embedded community environments,” which analysts interpret as a potential mechanism for restructuring residential patterns in minority regions.
Such measures could lead to the dispersal of ethnic communities and the integration of populations into mixed neighbourhoods.

The legislation also contains provisions with extraterritorial implications. Authorities may pursue legal action against individuals or organisations outside China if their actions are interpreted as harming national unity.

This echoes earlier laws with similar reach, including those applied in Hong Kong, and has raised concerns about the scope of enforcement.

Context of tightened controls

The adoption of the law comes against a backdrop of intensified scrutiny of minority regions.

In Xinjiang, international organisations and media investigations have documented the detention of large numbers of Uyghur Muslims in facilities described by authorities as “re-education” centres.

Reports have also detailed allegations of forced labour, surveillance, and cultural suppression, all of which Beijing has denied.

In Tibet, restrictions on religious practices and the monitoring of monasteries have been widely reported. Monks and residents have described conditions of heightened surveillance and limited freedom of expression.

In Inner Mongolia, language policy changes in 2020 triggered protests among ethnic Mongolians, who viewed the shift toward Mandarin instruction as a direct threat to their cultural identity. Authorities responded with swift measures to contain dissent, reinforcing the state’s stance on maintaining control.

These developments provide critical context for understanding the new law, which consolidates and expands existing practices into a unified legal framework.

Economic framing and official justifications

Chinese officials have defended the legislation as a necessary step toward economic development and social cohesion. They argue that proficiency in Mandarin enhances employment opportunities and facilitates mobility within the national economy.

State representatives have also emphasised the importance of fostering a shared national identity, presenting the law as a tool for strengthening unity among China’s 56 officially recognised ethnic groups.

However, analysts note that the language of development and modernisation often accompanies policies that prioritise uniformity over diversity.

The framing of minority cultures as barriers to progress has been a recurring theme in official discourse, prompting debate over the underlying assumptions of such policies.

A shift in ethnic policy architecture

Experts suggest that the law represents a culmination of evolving policy priorities rather than an isolated measure.

By integrating linguistic mandates, social engineering provisions, and legal enforcement mechanisms, the legislation establishes a comprehensive framework for managing ethnic relations.

This framework places significant emphasis on assimilation, expecting minority groups to align more closely with the cultural and linguistic norms of the Han majority.

The shift marks a departure from earlier commitments to pluralism, as articulated in constitutional provisions and regional autonomy laws.

In practice, the new law is expected to take precedence over existing frameworks, effectively redefining the balance between national unity and cultural diversity.

China’s “ethnic unity” law signals a decisive moment in the country’s approach to minority governance.

By mandating Mandarin as the primary language of instruction and embedding assimilationist principles into law, the policy reshapes the cultural and linguistic landscape of minority regions.

As the legislation comes into force, its impact is likely to be closely observed both within China and internationally.

The accounts emerging from affected regions, combined with the law’s expansive provisions, point to a transformation that extends beyond language policy into the broader question of identity, autonomy, and state control.
