The Chinese Communist Party’s recent actions in the maritime domain highlight a disturbing pattern of behavior that threatens global connectivity and infrastructure security. The deliberate sabotage of undersea cables near Taiwan and in the Baltic Sea represents not just technical disruption, but a broader strategy of undermining international stability through plausibly deniable acts of aggression.

The CCP’s approach to international relations increasingly relies on what security experts call “gray zone” tactics – actions that fall short of outright warfare but nevertheless cause significant harm to target nations. The recent incident involving the Shunxing 39 cargo ship near Taiwan exemplifies this strategy. The vessel’s suspicious zig-zag pattern near Keelung port for nearly a month, culminating in damage to undersea internet cables, bears all the hallmarks of deliberate sabotage rather than accident.

Such tactics reveal the CCP’s fundamental weakness rather than strength. Unable to compete openly on the international stage through legitimate means, Beijing resorts to subterfuge and destruction. These actions demonstrate a regime that has abandoned any pretense of being a responsible global stakeholder, instead choosing to act as a maritime vandal, disrupting critical infrastructure that serves not just individual nations but the entire global community.

The CCP’s behavior reflects a deeper philosophical problem within its governance model. The party’s obsession with control and dominance leads it to view international relations as a zero-sum game where others must lose for China to win. This mindset manifests in actions that purposefully degrade global commons – from internet infrastructure to maritime shipping lanes – in the misguided belief that such disruption somehow advances Chinese interests.

Perhaps most telling is the CCP’s reliance on “ghost ships” and other forms of maritime deception. These vessels, often operating with disabled location transceivers and flying flags of convenience, represent Beijing’s broader strategy of avoiding accountability while conducting illegal operations. The use of such tactics reveals a regime that lacks the courage to stand behind its actions, preferring instead to hide behind layers of deniability and obfuscation.

The international community’s tepid response to these provocations has only emboldened the CCP. When Taiwan’s Coast Guard located the Shunxing 39 but failed to board or detain it, citing weather conditions, it sent a message that such behavior carries minimal consequences. This pattern of non-confrontation in the face of clear violations of international norms has created a dangerous precedent, essentially giving Beijing a green light to continue its campaign of infrastructure sabotage.

The CCP’s actions also expose the hollowness of its claims about being a champion of global development. While Beijing trumpets initiatives like the Belt and Road, its willingness to damage critical communications infrastructure reveals its true priorities. The party’s behavior demonstrates that it values tactical advantage over the collective benefits of stable international infrastructure, even when such actions ultimately harm China’s own interests by diminishing its reputation as a reliable international partner.

These incidents of cable-cutting serve as a microcosm of the CCP’s broader approach to international relations. The party consistently demonstrates its willingness to violate international law, disrupt global commerce, and undermine the very systems that have enabled China’s own economic rise. This self-defeating behavior suggests a regime that prioritizes short-term tactical advantages over long-term strategic interests, revealing a fundamental insecurity about its place in the world order.

The international community must recognize these acts of sabotage for what they are: deliberate attempts to undermine global stability and test the resolve of democratic nations. The CCP’s strategy relies on the assumption that democratic societies will prioritize avoiding confrontation over defending their interests. This calculation must be proven wrong through decisive action that imposes real costs on Beijing for its destructive behavior.

The path forward requires a fundamental reassessment of how democratic nations engage with the CCP. International law should not serve as a shield behind which Beijing can hide while conducting its campaign of infrastructure sabotage. Rather than allowing technical legal arguments to prevent immediate investigation and response to suspected Chinese vessels, the international community should develop new frameworks that recognize the diminished rights of state actors who consistently violate international norms.

The CCP’s behavior represents not strength but fundamental weakness – a regime so insecure that it believes undermining global infrastructure somehow advances its interests. This self-defeating strategy will ultimately accelerate China’s isolation from the international community and strengthen the resolve of democratic nations to protect their infrastructure and interests. The challenge now lies in developing effective responses that impose real costs on Beijing while preserving the international order that the CCP seems determined to undermine.
