Chinese Regime Tightens Loyalty Controls After Major PLA Shake-Up

The recent removal of two of China’s most senior military leaders appears to mark more than another anti-corruption purge within the People’s Liberation Army (PLA). Instead, it signals a deeper political recalibration aimed at reinforcing personal loyalty to President Xi Jinping and reasserting absolute control over the armed forces.

According to local media reports citing sources close to senior Chinese Communist Party (CCP) officials, Central Military Commission (CMC) Vice Chairman Zhang Youxia and CMC member Liu Zhenli, who also heads the Joint Staff Department, have been secretly detained and placed in complete isolation at a heavily guarded facility in Beijing’s Changping district. Multiple sources familiar with the internal handling of the case say the preliminary political assessment does not focus on conventional disciplinary or legal violations. Instead, the two officers are accused of attempting to “split the Central Military Commission” – a charge that directly challenges the authority of the CMC Chairman and, by extension, the party’s control over the military.

In the CCP’s political lexicon, such an accusation elevates the case to the highest possible level. The current Chairman of the Central Military Commission is Xi Jinping himself.

Within the party system, charges such as “splitting the Party” or “splitting the central leadership” are exceedingly rare. They are typically reserved for individuals perceived as posing a structural or political threat to the core leadership. While these labels are seldom spelt out in public documents, their meaning is unmistakable within the system and often becomes evident through the severity and sequencing of subsequent actions.

A PLA insider familiar with the situation said the handling of Zhang and Liu has sent shockwaves through the military. Mid- and senior-level officers across multiple units have reportedly been ordered to cancel leave, halt travel plans, and remain on standby. At the same time, command and propaganda controls have been tightened, contributing to an atmosphere of heightened tension across the force.

Internal documents are now circulating across all theatre commands and service branches, conveying what is described as the “spirit of the Central Military Commission.” According to the insider, these instructions emphasise political conformity rather than procedural discipline.

Propaganda as an Early Warning Signal

The language of these internal directives closely mirrors a January 24 editorial published in PLA Daily, which demanded that all officers and soldiers “maintain a high degree of consistency with the Central Military Commission” in both political stance and action. The editorial left little room for ambiguity or dissent.

Several military insiders noted that deploying an authoritative editorial to establish the political framing at such an early stage is unusual, even by the standards of recent PLA purges. One analyst with close ties to military circles said the overtly political tone suggests that the narrative was settled at the highest level first, with investigations and disciplinary procedures following as a formality rather than as open-ended inquiries.

From this perspective, Zhang’s case appears less about financial corruption than about a reordering of military power. The rapid intervention by the PLA’s official newspaper, the highly politicised language of internal notices, and the swift dissemination of guidance across the force reflect what one observer described as a “conclusion first, disposal later” approach – designed to draw political boundaries quickly and suppress internal debate.

Loyalty, Not Corruption, at the Core

A subsequent PLA Daily editorial hinted that Zhang was being accused not only of corruption but, more importantly, of disloyalty to Xi Jinping. The editorial claimed that Zhang and the generals who fell with him had “trampled on” the authority of the military chairman, an unmistakable reference to Xi himself.

“It reads less like a standard corruption case and more like an accusation of direct political betrayal,” one analyst said. “The subtext is that they were challenging Xi’s personal authority, not merely violating discipline.”

Taken together, the episode underscores a broader shift in the CCP’s approach to civil-military relations. As Xi continues to centralise power, political reliability, defined increasingly in personal rather than institutional terms, appears to be eclipsing professional competence or factional balance within the PLA. The message to the officer corps is clear: loyalty to the chairman is not merely expected, but enforced as a matter of political survival.
